County attorney: Ball Vineyard and Estates liquor application cleared of prior city zoning conflict; will return for county recommendation

Morgan Sanchez, Deputy County Attorney, briefed Lancaster County commissioners on April 2 about a liquor license application for Ball Vineyard and Estates, originally submitted in November 2025.
Sanchez explained the property sits outside Lincoln's incorporated limits but within its three-mile extraterritorial zoning jurisdiction. The application was previously delayed because city zoning prohibited certain off-site alcohol sales; the Lincoln City Council later approved a text amendment that removed that conflict. Sanchez said the applicant has satisfied statutory and zoning requirements and that the Nebraska Liquor Commission is requesting an updated recommendation from the County Board. Commissioners asked whether any remaining concerns justified denial; Sanchez reported none and said the matter will be placed on the next regular Tuesday meeting for formal action.
Commissioner Sean Flowerday commented that asking counties to evaluate compliance with municipal ordinances raises a policy question that may warrant discussion at the legislative level.
