The Demorest Downtown Development Authority on July 2 voted to decline a consultant proposal for training and citizen town-hall meetings and to instead pursue limited advisory services focused on grants, financing and downtown development. Committee member Shawn Allen moved to add discussion of Jessie Owensby’s offer to the agenda; Patti Davis seconded and the motion passed with all approving.
The group’s consensus was that training and town halls were not necessary. Allen said the board needed “advice on grants, financing, and downtown development” rather than general training and recommended asking Owensby about the proposed contract’s term and price. Chair Jim Wellborn was directed to contact Owensby to clarify the scope, term and pricing of a possible agreement.
Allen then moved that the board pursue a reduced-scope offer with Owensby and have the city attorney review the contract; Jamie Allred seconded the motion and it carried with all approving. The minutes record no changes to city policy or binding commitments at the meeting beyond the direction to negotiate terms and obtain legal review.
Next steps noted by the board include clarifying the length of any contract, negotiating price and scope with Owensby, and routing any draft agreement to the city attorney for review before final action. The minutes do not record a finalized contract or dollar amounts.
