Spring Grove City Council unanimously approves three resolutions; fire department gambling permit approved pending state sign-off

Spring Grove City Council on July 30 unanimously approved three resolutions during a special meeting at 118 First Avenue NW.

The council approved Resolution 25-34, authorizing a taxable general obligation note for the city; Council Member Trent Turner moved the motion and Council Member Morgan Buckland seconded. The motion carried with all members voting in favor.

The council also approved Resolution 25-35, a loan resolution and security agreement. Council Member Morgan Buckland moved approval and Council Member Michael Hagen seconded; the motion carried unanimously.

Separately, the council approved Resolution 25-33, which authorizes the Spring Grove Fire Department to pursue a gambling premises permit and submit the LG214 Premises Permit Application to the state. Council Member Michael Hagen moved the motion, Mayor Bryan Wilhelmson seconded, and the vote was unanimous. The permit approval is explicitly conditional on receiving state approval of the LG214 application.

The meeting began at 7:00 p.m. and was called to order by Mayor Bryan Wilhelmson. Clerk/Administrator Jana Elton recorded that Mayor Wilhelmson and Council Members Trent Turner, Eric Ostern, Morgan Buckland and Michael Hagen were present. There were two guests noted: Donny Chase of the Spring Grove Fire Department and Brett Wiste (participating by phone), also associated with the fire department.

The agenda was adopted by motion of Council Member Turner and seconded by Council Member Buckland. No members of the public spoke during the open forum. The meeting adjourned at 7:19 p.m. after a motion by Council Member Turner and a second by Council Member Hagen. The council noted the next regular meeting is scheduled for Aug. 19, 2025, at 6:00 p.m.
