Spring Grove council approves library appointment, permit, policy and utility clarifications

At its July 15 meeting the Spring Grove City Council unanimously approved Resolution 25-29 appointing Amanda Meyer to the library board, authorized Merchants Bank fraud-prevention services, approved a lean-to permit for Carol Lynch, adopted updates to Policy 6-20, and clarified Chapter 720 regarding who contracts electric services.
The Spring Grove City Council approved a package of routine actions at its July 15 meeting, voting unanimously on a library board appointment, bank fraud-prevention services, a contested lean-to permit, updates to the city’s sexual harassment policy and a clarification to the electric utilities ordinance.
Council Member Trent Turner moved to approve Resolution 25-29 appointing Amanda Meyer to replace Jan Lochner on the library board; Council Member Morgan Buckland seconded and the motion carried. Turner also moved to approve enrollment in Merchants Bank's Check Fraud Prevention Program ($45/month) and ACH Fraud Prevention Program ($20/month); Buckland seconded and the council approved the services after Clerk/Administrator Jana Elton said she would confirm whether the bank would reimburse losses if the program failed to catch fraud.
Carol Lynch attended the meeting to contest Planning and Zoning’s prior denial of a lean-to (covered porch). Lynch said the covered area in question already exists as a driveway. Council Member Michael Hagen moved to approve the lean-to application, Council Member Morgan Buckland seconded, and the permit was granted. Mayor Bryan Wilhelmson noted that Planning and Zoning is revising the nonconforming properties ordinance and the council chose not to delay approval while that process continues.
The council approved updates to Policy 6-20 to add definitions clarifying that "Third Party" includes nonemployees who interact with city employees — examples listed in the update include applicants for city employment, vendors, contractors, volunteers and customers. Council Member Trent Turner moved approval, Morgan Buckland seconded, and the motion carried.
Finally, the council approved a clarification to Chapter 720 (Public Utilities, Electric) to state the property owner is responsible for contracting electric services with the city when a renter occupies the premises; Turner moved, Michael Hagen seconded, and the motion carried.
All motions described at the July 15 meeting were adopted "all in favor, motion carried." The council adjourned at 6:30 p.m.
