Council approves Chapter 1100 zoning amendments; OKs community uses and seeks log‑cabin estimates

On Aug. 19 the Spring Grove City Council approved amendments to Chapter 1100 of the zoning code to provide more leniency for nonconforming properties, and it moved forward on several community‑facility items.
Clerk/Administrator Jana Elton said the Planning Commission recommended language changes so individual additions or new builds that do not exactly meet existing ordinance standards can be reviewed case‑by‑case. Council Member Trent Turner moved to approve the Chapter 1100 language amendments effective Aug. 19, 2025; the motion was seconded by Council Member Morgan Buckland and recorded in the minutes as passing 'all in favor.'
The council also approved winter use of the Fest Building (Jan. 5–March 31, 7 a.m.–noon) to allow pickleball on the west side (west of the curtains) and daycare use on the east side with no balls allowed during daycare sessions. Council Member Hagen moved to approve the winter use schedule; the motion carried.
Mayor Bryan Wilhelmson asked whether the council would pursue upgrades for the Syttende Mai Hus (Log Cabin) to accommodate the Spring Grove Area Chamber of Commerce. Council Member Buckland moved to obtain estimates for new windows, an ADA‑compliant door and an indoor ADA‑compliant restroom; the motion was seconded and approved. The minutes do not include cost estimates or a contractor selection; staff were directed to seek estimates.
Separately, council members discussed a planned daycare‑center meeting coordinated by CEDA. Jayme Longmire of CEDA and a Business of Childcare contact are coordinating a September meeting; the council voted to make that meeting open to the public so those details will be posted when finalized.
