EDA presents housing concepts and downtown revisioning; new owner for Spring Grove Cinema announced

At the Nov. 19 meeting the city’s EDA/CEDA representative Courtney Bergey Swanson presented conceptual housing plans intended to illustrate potential uses for available land and to expedite future development should a private developer express interest. She noted grant funding was used to prepare these preliminary designs so the city can move more quickly when opportunities arise.
Bergey Swanson also updated the council on ISG’s downtown revisioning work, which includes proposals to combine a library on the Main Street level with City Hall on a lower level facing the alley. She said final plans and cost estimates are expected in December, at which point the council will decide whether to pursue the option further.
In an EDA report, Bergey Swanson announced that Lucas Hall is the new owner of the Spring Grove Cinema and is working with the EDA to secure loans and start-up funds. Hall’s plans include retaining the cinema function while adding baked goods, coffee and a dedicated student space upstairs.
The council did not take votes to fund construction or redevelopment at this meeting; Bergey Swanson said the next step would be to present cost estimates and a proposal for council consideration once final plans are available.
