The Spring Grove City Council voted Dec. 17 to proceed to the next phase of planning for the downtown fire site by obtaining a schematic design fully funded by a Blandin Foundation grant.
Courtney Bergey, the city's EDA Director, briefed council members on the project and said the council must decide whether to continue planning or cease activity. Council Member Mike Hagen moved to proceed to get a schematic design paid for by the Blandin Foundation grant; Council Member Karen Folstad seconded the motion and the council approved it. Minutes note: "Proceeding with the schematic design does not commit the city to the project in any way." (statement recorded in the meeting minutes as the council's understanding of the action.)
The council agreed to reevaluate the project after the schematic design is received. The motion obligates the city only to accept the grant-funded schematic design work and does not authorize further design, purchase, or construction without subsequent council action.
