The Deep River Board of Finance on March 24 approved engaging TSKP Studio for a $48,000 needs assessment and authorized several special-fund and signature arrangements, the board said at its regular meeting at Richard H. Smith Town Hall.
Selectperson Carol Jones presented recommendations from the Board of Selectmen, including a request that the town attorney proceed with the TSKP Studio engagement, a proposal to require checks be authorized by two selectmen plus finance, the transfer of Town Aid Road funds into the capital project fund, and the establishment of a donation fund for animal care. The board voted to approve a special fund and to move the TSKP Studio engagement forward to the town attorney; both motions were recorded as carried.
Procedure for the motions: a motion to approve a special fund was made by Carmela Balducci and seconded by Michael Weglarz and was recorded as carried. A separate motion to move the TSKP Studio engagement forward was made by Kathryn Russell and seconded by Michael Weglarz and was recorded as carried. Earlier, the board approved minutes from the Feb. 24 meeting (motion by Kathryn Russell, second Michael Weglarz; vote recorded as 4–0 with two abstentions) and the March 3 budget workshop minutes (motion by Kathryn Russell, second Carmela Balducci; motion carried).
The board instructed the town attorney to advance the TSKP engagement. Members also discussed scheduling a joint meeting of the Board of Finance, Board of Selectmen and the Firehouse Building Committee to explore cost-saving options and to manage related capital planning.
Next steps: the town attorney will proceed on the TSKP Studio engagement and a joint meeting will be scheduled to coordinate the firehouse planning and any related capital decisions.
