Board approves Teamsters Local 554 wage reopener; debate over appendix language

The board voted to approve and authorize the chair to sign a wage-only reopener agreement with Teamsters Local Union 554 effective July 1, 2026, through June 30, 2027.
Jasmine Elmore, director of human resources, told supervisors that the union had accepted the agreement and that the only substantive change in the circulated material was an Appendix A clarification for trainer compensation: certified instructors who train eight hours or more in a 12-hour shift would receive two hours of compensation rather than the prior language that referenced a single hour for a four-hour minimum. Elmore said that change was intended to match language used for other bargaining units.
Several supervisors, and one member identified as Kristen, argued that the board's earlier direction had been a wages-only reopener and that any contract "language changes" should be handled carefully; Kristen requested a legal opinion if needed. Elmore and others said the appendix change clarified existing practices and would be reflected in training policy language.
After discussion, the board moved, seconded and approved the wage reopener agreement. Elmore said the agreement would be effective on signing and would be updated in the county training policy as noted in the agreement.
