Linda Palmer told the board she had "emailed and hand‑delivered paperwork and FOIA requests to the Board of Finance, Board of Selectmen, First Selectman, and Police Department which have been ignored." Selectman Jon Savino said he had given Palmer’s letter to the Police Chief and would give the most recent letter to the Chief the following day.
Kevin Knapp voiced broader concerns about transparency. William Rousseau accused the Interim Finance Director of mislabeling budget items and noted—about the safety complex—that the building "now houses the Fire Department," asking how the Police Chief plans to lower overtime. Mike Rosadini and Peggy Sayers asked for a clearer wrap‑up of funding beyond construction management and said some budgeted items benefitted both buildings.
Later the board entered executive session at 6:33 p.m. to consult with Attorney C. Robert Taylor of Howd & Ludorf, LLC on a pending federal claim, "US District Court Hartford: J Sales v Town of Windsor Locks et al." Selectman Mark Whitten joined by telephone. The board exited executive session at 7:16 p.m.; the minutes record no action taken in open session following that executive session.
The meeting record shows residents’ allegations remained unresolved at adjournment; Selectmen directed staff to follow up on the matters raised.
