Windsor Locks wetlands commission declines public hearing for Harvey Lane project; project mostly in Suffield

The Windsor Locks Inland Wetlands and Watercourses Commission reviewed an application from Babylon Realty, LLC for work at 1221 Harvey Lane and concluded the filing did not warrant a public hearing.
Town Engineer and duly authorized wetland agent Dana Steele told commissioners that, after reviewing the application, he did not believe the proposal posed a significant impact to wetlands within Windsor Locks and that no wetland disturbance is proposed inside the town. Guest project manager Kevin Grindle of Barton & Loguidice gave a brief overview of the project scope and invited questions from the Commission.
The commission discussed the jurisdictional issue: Steele noted the development is mostly in the neighboring town of Suffield and only encroaches into Windsor Locks’ regulated area without proposing disturbance to Windsor Locks’ wetlands. Based on that assessment, commissioners agreed a formal public hearing before the Windsor Locks commission was unnecessary.
No vote on the application itself is recorded in the minutes; commissioners requested that staff continue to process the application and to answer any jurisdictional questions as they arise. The review was described in the meeting minutes as an informational overview with the applicant represented by a project manager from the applicant’s consultant firm.
Next steps: staff will continue application review and the commission may reconsider a hearing only if new information changes the wetlands impact assessment.
