Jericho committee eyes three properties for affordable housing, votes to contact bank

The Jericho Community Development Committee (JCDC) met June 25, 2026, and discussed three town properties as possible sites for future affordable housing. The committee approved the previous meeting minutes and directed follow-up outreach to assess ownership and development potential.
Town Clerk Jessica Alexander told the JCDC that 189 Lee River Road (formerly Crossover Kennels and later Wally’s Auto Repair) is now owned by Matt Edson, who has indicated he is interested in the property being used for affordable housing. Peter Booth agreed to contact Edson to clarify his current thinking about the site and its prospective use.
Alexander also reported that a 1.2-acre parcel at 146 Route 15 formerly belonged to Jesse LaRock (died 2023) and appears to be in foreclosure; she provided the committee with the name of the bank that holds the property. Using online soil data, the committee found the 146 Route 15 site shows soils that would support construction. Joe Flynn, a JCDC member, described the site as looking like building would be "easy." The committee voted to pursue next steps for the Route 15 parcels, and Bob Mulcahy agreed to contact the bank to learn its plans and to express the JCDC's interest in possible development.
A third parcel at 148 Route 15 (0.57 acres) formerly belonged to Ed Provost (died 2025) and includes a vacant house; Alexander provided contact information for the mortgage holder. The JCDC discussed the possibility of assisting with permitting and noted that St. Albans City has development expertise the town could consult.
The motion outlining next steps for the Route 15 properties was made by Joe Flynn and seconded by Susan Harritt; the motion passed. The committee set a follow-up timeline and will revisit progress at its next meeting on July 23, 2026.
