Harlingen celebrates All-America City finalist status; commission names Stewart Place park for Sgt. Arturo Garcia

"This award belongs to every person who helped write our story," the mayor said, praising students, mentors, the Community Improvement Board, and staff who supported the city's entry. The presentation emphasized partnerships that connect classroom to career, resident engagement in planning, and the city's work to lift small businesses and volunteer efforts.
Later in the meeting commissioners unanimously approved a motion to name the new Stewart Place pocket park for Sergeant Arturo Garcia, citing his military service, decades of local advocacy for veterans, founding work around a community clinic and efforts to bring utilities and medical services to underserved neighborhoods. Family members attended and described his two tours in Vietnam, advocacy for veterans'health, and grassroots organizing on behalf of migrant farm workers.
Gael Garcia, Sergeant Garza's grandson, said his abuelo dedicated his life to service: "He always put others in front of himself and helped those in need of a helping hand," he said.
Commissioners directed staff to draft plaque language and noted the park will be completed in phases (playground, basketball court, trail, splash pad) with a future grand-opening ceremony. Separately, commissioners approved fabrication and installation of new signage renaming the Harlingen Municipal Auditorium for Gloria G. Canales after the family reviewed and approved the sign rendering via Zoom.
These recognitions come as the city positions Harlingen on a national stage following the All-America City honor; officials said they planned to display the award locally and tell the city's story to residents and visitors.
