Charlemont Select Board approves bridge procurement contract, Chapter 90 truck purchase and other routine items

At its Oct. 20 meeting the Charlemont Select Board unanimously approved an FRCOG procurement contract for the Legate Hill Road Bridge, authorized using Chapter 90 funds to buy a used highway truck, declared two fire vehicles surplus, and added the Friday after Thanksgiving as paid time off for full-time employees.
The Charlemont Select Board voted Oct. 20 to approve a set of municipal actions including a Franklin Regional Council of Governments procurement services agreement for the Legate Hill Road Bridge project, and to use Chapter 90 funding to purchase a used 2017 highway truck.
Jared Bellows, Select Board member, moved to approve and sign the FRCOG procurement contract; Wilder Sparks seconded and the motion passed unanimously. The procurement agreement was provided to the board as part of the meeting packet and will allow FRCOG to assist the town with public works procurement for the bridge project.
On equipment, the board considered a 2017 highway truck identified by Scott, the highway foreperson, priced at $120,000 with roughly 90,000 miles; Scott told the board a comparable new unit would cost roughly $600,000. Wilder Sparks moved to use Chapter 90 funds to purchase the used truck to replace a 1999 Freightliner, Jared Bellows seconded, and the motion passed unanimously.
The board also declared a 2007 Chevrolet Tahoe and a 1996 International fire pumper surplus and authorized staff to solicit bids while reserving the right to refuse offers. Jared Bellows moved to declare the vehicles surplus and allow Administrator Sarah Reynolds to post the sale; Kim Blakeslee seconded and the motion passed unanimously. Reynolds noted the pumper's water system is not functioning and the vehicle will be offered with the right to reject bids.
On personnel policy, the board approved an amendment to the employee handbook to make the Friday after Thanksgiving a paid day off for full-time employees; Kim Blakeslee moved, Jared Bellows seconded, and the motion passed unanimously.
Other routine business included a motion by Wilder Sparks to place a Park and Recreation stipend discussion (requested by Joe Pellegrino) on the next agenda; the motion passed. The board approved the Oct. 6 minutes and payroll and vendor warrants for October and adjourned at 7:20 p.m.
The board discussed, but did not adopt a policy change, on police detail billing; Jared Bellows abstained from that portion of the discussion and Kim Blakeslee said she would consult with Chief Pelletier about options. The meeting packet included statutes and procurement guidance relevant to the topics discussed.
