Charlemont planning board to draft ADU bylaw after FRCOG presentation on new state rules

The Charlemont Planning Board said it will draft local zoning language to reflect Massachusetts’ new accessory dwelling unit (ADU) law after members attended an FRCOG online presentation Oct. 16.
Bob Nelson told the board he will prepare a draft ADU bylaw in the coming months for the board to review before Town Meeting. Members said they want the local code to align with state regulations and provide clear standards for permitting.
Board members also agreed to postpone proposed zoning changes for electric vehicle charging stations this year so staff and members can focus on ADU language and other priority bylaw revisions. The board instructed that the EV-charging item be tabled for the current cycle.
The board’s action was procedural; no formal vote on the ADU text was recorded at the meeting. The drafting direction follows the board’s attendance at the FRCOG presentation on the new Massachusetts ADU law and related regulations, which staff circulated to members for reference.
The next step is the circulation of Mr. Nelson’s draft to the full board and subsequent discussion at a future meeting ahead of Town Meeting.
