Lewisburg council advances three rezonings after resident support for Globe Road change

Lewisburg City Council on June 30 approved first readings for three rezoning ordinances after residents who live near the Globe Road parcel urged the council to allow a public hearing and move the item forward.
During citizens input, Edith E. Stepp of 1292 Globe Road told the council she and other nearby residents support rezoning the Globe Road property to light industrial and asked the council to "vote yes to the rezoning on the first reading" so the matter can proceed to a public hearing before second reading. Paul Legrone (1200 Globe Road) said he also supports rezoning and praised the owner’s local outreach, while expressing concern about prior residential development done without adequate infrastructure. Legrone urged the council not to block other uses out of fear of a data center: "Maybe y'all need to take it on to say, 'Hey, we've got a moratorium on data centers till we know more about them,'" he said, describing community concern about the "specter of a data center."
On new business, staff member Richard described three rezoning requests. The council approved first reading of the ordinance listed in the transcript as "2016" to rezone about 15.70 acres at an unaddressed parcel on Franklin Road from R2 (medium-density residential) to C2 (intermediate business). Richard noted the site sits near the intersection of Franklin Road and North Ellington Parkway, with Lewisdale Grove Mobile Home Park to the south, railroad tracks and a Babe Ruth baseball field to the east, and existing residential subdivisions to the west. Utilities are nearby: an 8-inch water main on Franklin Road and a 12-inch gravity sewer adjacent to the parcel.
The council also approved first reading of ordinance 2611 to rezone roughly 113.5 acres at (listed) 1213 Globe Road from R1 (low residential) to I2 (industrial park). Richard explained that I2 permits heavier uses than I1, potentially including outdoor storage and certain manufacturing that may require conditional-use review and conditions imposed by the board of zoning appeals.
Finally, the council approved first reading of ordinance 26-12 to rezone about 0.97 acres at 219 Second Avenue South from I-1 (light industrial) to C-2 (intermediate commercial). Council and staff corrected a typographical error on the agenda that had listed the existing zoning as I-2; the council amended the ordinance to reflect that the parcel is I-1 before voting. The owner, Mohenson Sahari, asked the council to call him "Mason" in certain hearings.
All three first readings were approved on unanimous roll-call votes. The rezonings will return to the council for any required second readings and public hearings consistent with the city’s ordinance process.
