Council presses nominee on conflicts, closed sessions and social media

Council members at the July 2 meet-and-greet asked detailed questions about conflict-of-interest rules and closed-session practice and raised a separate operational question about a municipal Facebook page.

On conflicts and abstention, council members described practice examples—abstaining when a member or spouse has financial ties to an agenda item, or when an employer is bidding on city projects—and emphasized the need for clear guidance to distinguish legal conflict from popular opinion. One council member said their ‘‘general way of operating’’ is to err on the side of caution and abstain when there is even a hint of a conflict. Christina said she would review the relevant statutes and provide council-specific guidance once in office.

Closed sessions were discussed as a statutory tool for negotiations, litigation, personnel and proprietary matters; speakers stressed that information from closed sessions is supposed to remain confidential and said prior leaks to social media have been a problem. The council cited the League of Wisconsin Municipalities as a resource for training on closed-session rules.

On social media, council members said Franklin lacks an official city Facebook page and discussed the practical tradeoffs of hosting a page with comments versus posting to a page and letting others share content. Christina said she is "very familiar with Facebook" and expressed willingness to help the city develop a consistent approach; the council said PR director Mary Christine maintains a template of municipal practices that the city can review.

No formal policy actions were taken during the meet-and-greet. Council members and the nominee agreed to follow up: Christina will provide statutory guidance on conflicts and closed-session thresholds, and staff will continue work on options for a municipal social-media presence.
