Council denies driveway deviation request, orders curb replaced to restore fire hydrant clearance

The Grantsville City Council voted May 18 to deny a driveway deviation request (Resolution 2026-15) for property at 176 North Hatchet Ranch Drive and directed the owner to replace roughly 12 feet of curb and gutter near a fire hydrant.
City Engineer Barry Bunderson said the property owner had widened an existing driveway and removed curb without permits, creating ordinance compliance issues including excessive driveway width and encroachment within the setback near a fire hydrant. Bunderson noted Utah law prohibits parking within 15 feet of a hydrant and recommended restoring curb and gutter to ensure required clearance for emergency responders. Community Development Director Bill Cobabe confirmed no permits had been submitted for additional structures and clarified the request related only to the driveway approach.
Councilmember Rhett Butler moved to deny Resolution 2026-15 as presented and to require replacement of approximately 12 feet of curb and gutter adjacent to the hydrant to restore clearance while allowing the driveway flare to begin at the edge of the existing approved driveway; Councilmember Brittany Skinner seconded the motion and the Council voted unanimously in favor. The Council's direction requires the property owner to correct the curb and gutter and bring the driveway approach into compliance with City standards.
