Union City Council approves easements, subdivision, MMO, property purchase and sets new meeting schedule

At its Aug. 13 meeting, Union City Borough Council approved several administrative and land‑use items, including two retroactive property actions, pension obligations, a subdivision and a revised meeting schedule.
Easement and catch basin at 104 East High Street: Council authorized a retroactive easement agreement with property owner Anthony Hickey concerning a PennDOT catch basin at 104 East High Street. Under the motion the Borough will install a catch basin and accept responsibility for the borough catch basins and roughly 60 feet of connecting pipe; the property owner will dig and maintain a ditch and install the pipe between the PennDOT and Borough basins. Solicitor Tim Wachter will draw the easement. The retroactive motion was moved by Councilor Osborn, seconded by Councilor Kerns and carried unanimously.
Municipal Lot #3 parcel purchase: Council approved a retroactive purchase for $500 of a small portion of property from 8 South Street to connect to Municipal Lot #3 to support a planned gazebo project. The parcel will be surveyed and the Solicitor will complete the agreement; the motion (Councilor Joyce moved; Councilor Kerns seconded) carried unanimously.
American Legion kayak/canoe launch easement and funding: The Solicitor will draft an easement with the American Legion to allow installation and maintenance of a kayak/canoe launch on the ball field along French Creek. The minutes state the launch will be funded with grants from the PA Fish and Boat Commission and the PA Environmental Council. Council approved the easement by motion (Councilor Osborn moved; Councilor Joyce seconded), carried unanimously.
Minimum Municipal Obligation and subdivision: Council received the 2025 MMO and approved the 2024 MMO filings: $48,029 required for the non‑uniform pension and $0 for the police pension. Council also approved a subdivision that combines a portion of 92 West High Street with 88 and 90 West High Street after Erie County Planning approved the survey maps; the subdivision motion carried unanimously.
Meeting schedule change and other items: Council agreed to change regular meetings to the first and third Monday of each month at 6:30 p.m. beginning in September (the next meeting was set for Aug. 27, with the Sept. meeting moved to Sept. 16 because of Labor Day). Public Works agreed to assist the Union City Volunteer Fire Department with demolition of a shed at 10 Market Street without providing a backhoe. The meeting adjourned at 7:06 p.m.; an executive session followed with no action taken.
