The City of Holland Board of Appeals approved a variance allowing an addition to sit 3.1 feet from a secondary-street property line at 473 West 22nd Street, where a 16-foot setback is normally required.
Applicant Christine Goddard told the board the narrow, irregular corner lot and the existing house’s unusual placement make strict compliance impractical; the house sits roughly 4.1 feet from the property line on one side and 3.1 feet on another. Goddard said the proposed mirror duplex with a shared two-car garage would create multigenerational housing while fitting the neighborhood character.
Board members reviewed findings of fact and concluded the lot’s narrowness and existing building placement constitute unique circumstances that make strict conformity impracticable; they also determined the 3.1-foot distance was the minimum necessary to achieve the proposal and that the change would not negatively affect neighbors. Falstad moved to approve the non-use variance and Lockery seconded. A roll-call vote recorded six 'yes' votes and the motion passed.
Staff emphasized that building permits will not be approved until the applicant submits plans demonstrating two legal parking spaces, either via the attached garage or alternative legal parking shown on the site plan. The clerk reported no written comments had been received on this application during the public-notice period.
