Cumberland County approves broad rate increases for children-and-youth service contracts

She listed provider requests including a 15.38% increase for Bucks County Youth Center’s detention services; City Mission Living Stones seeking a 9.71% increase and a 3.57% mileage adjustment; Families United Network requesting medical foster-care increases up to 39.18% with other traditional foster-care increases of about 6%; Hempfield Behavioral Health seeking evaluation increases ranging from 16.62% to 23.83%; and White Deer Run, doing business as Cove Prep, requesting increases to secure-treatment programs while decreasing one diagnostic program by 79%.
Ryber explained that some service costs may be covered by a child’s Medicaid in certain placements, and that the county often maintains contract options even when a service is not used regularly. Commissioners motioned, seconded and approved the full slate of contracts as presented.
The commissioners did not record a roll-call of individual votes in the transcript; the motions were carried by voice vote after the mover and seconder were acknowledged.
What happens next: The contracts as approved will be implemented for FY 2026–27 with county shares applied according to each contract’s funding split; staff will carry out contract setup and monitoring.
