Council debate focused on how to treat cannabis dispensaries; several council members favored requiring conditional-use permits for dispensaries in certain commercial zones so the city can review siting, hours and signage. The council approved the second reading of the commercial-zoning ordinance with the change making cannabis dispensaries conditional uses in the specified district.
Rezoning: The council also moved to rezone three Highway 7 properties from C1 to C3. Staff noted an inconsistency in one parcel’s legal description that currently splits the lot between residential and commercial designations; the rezoning and a future clean-up of the ordinance language are intended to correct that inconsistency.
Traffic-study ordinance: The council adopted a zoning-text amendment allowing staff, the planning commission or the council to require a developer to provide a traffic study when a proposed development could have significant impacts on nearby roads (for example, drive-through operations at constrained intersections). Council members discussed intended scope and the discretion to avoid burdening single-family home builders.
Routine resolutions and other actions: The council also approved several administrative resolutions for 2025: Resolution 01-25 (setting the local board of appeal and equalization hearing for April 7), Resolution 02-25 (2025 meeting calendar, with the second July meeting moved to July 21), Resolution 03-25 (appointments and assignments) and Resolution 04-25 (2025 administrative fee schedule). The council discussed Village Park rink options funded by a $300,000 youth-activities grant but took no final action on rink construction that night.
