The commission opened and closed the public hearing without substantive public testimony and approved Waiver A and DPR 25-21 by unanimous vote, subject to the conditions outlined by staff and engineering review. The approvals allow the petitioner to proceed to permit submittals and construction pending required plan revisions and bonds.
