Members said a later start time would make it easier for community members and some committee members to attend presentations. Committee discussion focused on whether the time change should be permanent or used on an occasional basis for presentations intended to increase public participation.
The committee also reviewed Section 6 of its membership rules, which states that membership shall terminate after three consecutive unexcused absences or three absences from regular meetings (excused or unexcused). Members noted scenarios—such as parental leave—where a temporary waiver might be needed. Staff agreed to consult the city clerk about whether an exception or waiver process is allowable and to bring the matter back to the committee for a potential formal vote and agenda item.
The committee instructed staff to follow city rules for changing meeting time notifications and to publish any schedule change in advance. The chair reiterated that attendance will be monitored and that staff will add the absence-item to a future agenda if committee members want to vote on clarifying language.
