City staff described constraints at some sites: the side yard at 1215 Louvert was narrower than the required 36 inches and has an adjacent mechanical unit that limits access; at 22005 Grove Street staff recorded an 18-by-7-foot garage and a 10-by-10-foot driveway with slope measurements of roughly 6–7 percent and proposed placing the curb space on the Grove/48th Street side to avoid a crosswalk and red curb area; staff confirmed no driveway access for the applicants at 1130 East 21st Street and 431 J Avenue.
Applicants and nearby residents commented on parking challenges.
