Commissioner Foreman objects to approval of April minutes, urges fuller documentation of public comments

"It just says it's not documented in the minutes... So we're not actually documenting the public comments," Foreman said, arguing that the minutes should capture the substance of speakers' remarks — for example, opposition and support counts and a previously discussed lot-line adjustment to preserve a historic olive tree. Foreman moved to deny approval of the minutes and said she wanted the record to reflect her opposition.
Vice Chair Castle and other commissioners replied that a complete webcast of meetings is available on the city's website and that staff could consider adding transcripts if the commission desires. "If people would like to go back and watch the webcast of everything that's been spoken here, all the public comments... they're free to go back and watch," Vice Chair Castle said.
A late public comment by former planning commissioner Ted Gottschalk urged the commission to adopt a policy to summarize public comments in written minutes so future reviewers can more easily understand the record. "The video is one source, but it's not a historic source that we can reflect on easily in 20 years... I would suggest that you adopt a policy... that you want your comments summarized," Gottschalk said.
The substitute motion to deny the minutes received no second and the meeting proceeded; the transcript does not record a formal roll-call tally for the minutes item. Commissioner Foreman reiterated that she wanted the minutes to show more detail and for December records to be signed. The commission did not take further formal action on minutes policy during this meeting.
The commission adjourned at 6:29 p.m.; staff and the city clerk remain responsible for preparing and posting minutes and any revised procedures the commission may later adopt.
