National City Council moves into closed session to discuss labor negotiations and potential litigation

Mayor Morrison called the National City City Council to order and announced a live webcast and where the agenda is posted on the city website. She invited the deputy city clerk to call the roll; the clerk confirmed a quorum and reported that Vice Mayor Bush was absent.

"With that, we'll hear public comments," Mayor Morrison said; the clerk reported there were none. Mayor Morrison then announced the council would move into closed session. The deputy city clerk outlined the items listed for closed session: "The 3 items on the closed session agenda are 5.1, which is conference with labor negotiators. The employee organizations involved include the Municipal Employees Association, National City Fire Fighters Association, Police Officers Association, and unrepresented groups, the executive, confidential, and management. There are 2 other items under anticipated litigation and the number of potential cases there is are 2." The clerk's description was read into the public record.

Mayor Morrison said the council would reconvene at the end of the meeting and would report out on closed-session matters then. The mayor asked for five minutes to gather materials before adjourning the open meeting to begin the closed session.

No formal votes, motions on the public record, or substantive policy discussions took place in the open portion of the meeting; the items listed were to be discussed in closed session and will be reported out afterward per the mayor's statement.
