Port Clinton council unanimously adopts ODOT revetment participation and 2025 appropriations

For Ordinance 13-25, which authorizes participation with ODOT for shoreline revetment restoration along SR 163/West Lakeshore, Councilmember Jerry Tarolli moved to waive the three required readings; Pat Hovis seconded, and the motion passed by voice roll call (Gillman, Phillips, Morgan, Hovis, Robinson, Tarolli voting yes). Tarolli then moved to retain the ordinance’s emergency clause; Hovis seconded and the motion carried 6-0. Tarolli moved to adopt Ordinance 13-25; Hovis seconded and the adoption was approved by a 6-0 voice vote. The auditor noted the city sold $3.5 million in short-term notes to finance the city’s cost share for the revetment project, and that the first invoice is due April 1, 2025.
Council also considered Ordinance 14-25, the 2025 appropriation ordinance. The auditor outlined that the general fund is operating on an estimated $3.25 million in income-tax funding for the year; the appropriations as presented fund two new police vehicles (about $480,000 including grants), a $300,000 splash pad at Waterworks Park and more than $1 million for road repaving, with a midyear reevaluation planned. Mr. Tarolli moved to waive the three required readings for Ordinance 14-25; Ms. Hovis seconded and the motion carried 6-0. Tarolli then moved to adopt Ordinance 14-25; Hovis seconded and the ordinance was adopted by a 6-0 voice vote.
All formal motions and votes recorded at the meeting were unanimous among the six members present. The city clerk recorded the roll-call results in the minutes. The council did not take additional action on related procurement or contract awards during the meeting; next steps include invoicing for the revetment work and implementation of the adopted budget provisions by city staff.
