City receives AB 2561 hiring and vacancy report; unions say transparency will help staffing

City HR presented the report required by Assembly Bill 2561 detailing current vacancy counts and recruitment efforts. Haley Lusher, HR recruitment analyst, said the city had opened 55 recruitments since the fiscal year began and had filled 74 full-time positions; the city reported 366.5 total positions and 35 current vacancies as of March 1.
Union representatives including the National City Firefighters and SEIU chapter leaders addressed council. Jeremy Day, representing the firefighters, asked for expedited hiring in operations and supported a budgeted creation of a division chief for operations to strengthen succession and oversight. SEIU chapter president Carla Palategui called the AB 2561 reporting a positive step that will improve communication with bargaining units and help target retention challenges.
Council received the report unanimously and asked staff to include additional context about part-time and noncareer positions in future reports and to track vacancy openings in a recurring format to increase transparency.
