Council hears staff report on ordinance to expand commercial uses and add animal-care standards

The City Council opened a public hearing May 26 and received a staff presentation on Ordinance 28-38, which would amend Enumclaw's municipal code to expand permitted uses in commercial and light industrial zoning districts.
Senior Planner Winston Larson told council the proposal would allow arts and vocational schools, gyms and fitness centers, health studios, animal shelters and animal daycare/boarding in specified zoning districts and would add standards to address compatibility with nearby residential areas, including inside-pen requirements, setbacks and waste-disposal rules.
Larson said the changes aim to create consistency across zoning districts for comparable uses and implement the city's 2024 comprehensive plan goals. The planning commission reviewed the proposal and, following a public hearing on April 23, recommended council approval. The public hearing at this meeting closed with no public testimony recorded for the item.
