Bardstown council approves HRB certificates, Kiwanis parade closure; Fire Dept. earns ISO Class 2 upgrade

The Bardstown City Council on Oct. 28 approved multiple routine items recommended by the Historical Review Board, authorized a road closure for the Bardstown Kiwanis Christmas Parade, accepted a cemetery deed by unanimous consent and received an Insurance Services Office (ISO) report upgrading the Fire Department to Class 2.
City Attorney Audrey Haydon-Blackmon presented five HRB recommendations. Councilman Joe Buckman moved to accept the HRB recommendations for COA-25-27, COA-25-28, COA-25-29 and COA-25-30 with the conditions set by the HRB; Councilman Bill Sheckles seconded and the motion carried 6-0. Buckman recused himself from COA-25-31; Councilman Franklin Hibbs moved approval of COA-25-31, Councilman Roland E. Williams seconded, and the motion carried 5-0. Staff conditions recorded in the HRB recommendations included verification of window products with staff before installation and final staff approval of fireplace and gate design for one COA.
Council also approved a road closure request for the Bardstown Kiwanis Christmas Parade on Thursday, Dec. 4, 2025. Councilman Bill Sheckles moved to approve the closure; Councilman Williams seconded and the motion carried 6-0.
The council approved a cemetery deed for Deborah Allen by unanimous consent.
In staff reports, Fire Chief Todd Spalding presented the 2025 ISO report showing the Bardstown Fire Department has been upgraded to a Class 2 rating. The ordinance-style staff note said some insurance companies use ISO ratings to set homeowner premiums, and the new rating "might lower insurance costs for some homeowners," depending on insurers’ policies.
Mayor J. Richard Heaton provided brief updates on progress at the Aquatic and Sports Center (wall installation) and continuing improvements to the Town Creek Sewer Plant.
Procedural actions at the close of the meeting included a motion by Councilman Joe Buckman to adjourn at 7:06 p.m., seconded by Councilman Roland E. Williams; the motion carried 6-0.
