Council approves East Bardstown Phase I annexation ordinance

City Attorney Audrey Haydon-Blackmon read the ordinance at second reading, including references to the survey by FStan Land Surveyors and a recorded water-and-sewer consent instrument noted in the ordinance. The text states the annexation relies on recorded consents to annexation for more than 55% of property owners where applicable and instructs city officials to notify the Commonwealth of Kentucky Transportation Cabinet regarding state highway portions as required by KRS 81A.425.
Councilman Joe Buckman moved to adopt the ordinance and Councilman Bill Sheckles seconded. The roll call recorded AYE votes from all council members and Mayor J. Richard Heaton declared Ordinance No. B2025-09 adopted.
The ordinance contains a severability clause and directs that the ordinance take effect upon signature, recordation and publication under state law. The ordinance text states that properties in the annexation area should maintain current zoning classifications until any rezoning proceedings under KRS Chapter 100 occur.
