Bardstown council adopts Rowan Hills and Parkview annexation ordinance

The Bardstown City Council on Oct. 28 adopted Ordinance B2025-03, annexing approximately 68.774 +/- acres on the east side of Parkview Avenue and portions of Pottershop Loop into the City of Bardstown.

City Attorney Audrey Haydon-Blackmon read the ordinance during the meeting’s second reading, describing the annexation area and its metes-and-bounds description and stating the annexation relies in part on previously recorded consents to annexation and a water and sewer service agreement recorded in the Nelson County Clerk’s office. The ordinance says the annexation is consistent with the Nelson County 2035 Comprehensive Plan and cites KRS Chapter 81A as the statutory basis for action.

Councilman David Dones moved to adopt the ordinance; Councilman Franklin Hibbs seconded. The mayor called the roll and each voting council member recorded an AYE vote. Mayor J. Richard Heaton then declared Ordinance No. B2025-03 adopted.

The ordinance directs that affected properties retain their existing zoning classifications unless and until a rezoning process is pursued under KRS Chapter 100 and the city’s zoning code. The text attached to the ordinance describes the annexation boundary in detail (including several metes-and-bounds calls) and incorporates a survey exhibit described as Exhibit A.

Next procedural steps listed in the ordinance include signature, recordation, and publication in accordance with KRS 83A.060 and KRS Chapter 424; the ordinance also contains a severability clause in case portions are invalidated.

The council took no further public action on this item at the meeting; Mayor Heaton declared the ordinance adopted and the record closed on the vote.
