Bardstown council approves wastewater engineering amendment, several water project change orders and $93,400 electrical bid

The Bardstown City Council on Sept. 23 approved a slate of infrastructure and procurement actions affecting the city's water, wastewater and electric systems.
Councilman Joe Buckman moved to approve Amendment No. 4 to the Town Creek Wastewater Treatment Plant reactor and clarifier upgrade, authorizing $241,500 for engineering services from HDR Engineering, Inc.; Councilman Franklin Hibbs IV seconded and the motion carried 4-0. The amendment funds engineering work tied to the reactor and clarifier upgrade at the Town Creek facility.
Councilwoman Betty Hart moved to approve Change Order No. 3 for the Water Transmission Main and Pump Station project, which reflected a net decrease of $16,146.69; Councilman Roland E. Williams seconded and the motion passed 4-0. Separately, Councilman Hibbs moved to approve Change Order No. 3 for the 1.5 million-gallon Industrial Park tank, adding $1,221.15 to the contract and granting a 32-day time extension; Councilman Buckman seconded and the motion carried 4-0.
On its electric agenda, the council awarded the 2025 spacer cable contract to Cape Electrical Supply for $93,400 after a motion by Councilman Williams and a second from Councilwoman Hart; the vote was 4-0.
The council also approved by unanimous consent the minutes for the Sept. 9 regular meeting and the Sept. 9 special meeting. During staff reports, Fire Chief Todd Spalding described a construction fire in Rosewood and two accidents near the Western Bypass construction area; Police Chief Kim Kraeszig said two new recruits completed their training; and City Administrator Aaron Boles said tax bills are ready to be mailed. Mayor J. Richard Heaton provided brief community updates, including a Patriot Day event at the Bardstown-Nelson County Veterans Park, a Blue Mass at St. Joe's for first responders, attendance at Lincoln Trail Area Development District meetings, and a model train set donated by the family of Ken Anderson now on display in the chambers.
Councilman Joe Buckman moved to adjourn at 6:36 PM; Councilman Hibbs seconded and the motion carried 4-0. The meeting record is signed by Mayor J. Richard Heaton and City Clerk Gary Little.
