Supervisor Ben Carver proposed and the Board unanimously approved directing the County Engineering department and Road Manager to build a Four-Year Road Prioritization Matrix that combines objective engineering metrics, road-manager maintenance priorities, and supervisor socioeconomic inputs such as traffic volumes and school bus routing. County Administrator Wayne Carpenter said the county already has expanded asset data and asked staff to present structural criteria and initial project estimates at the June 1 meeting without initiating expensive LiDAR scanning.
County Engineer Clyde Pritchard introduced a fog-seal pavement preservation technique as a cost-effective alternative to slurry seals for certain fresh DBST surfaces, stressing it cures quickly but should never be applied to old, oxidized pavements because of traction risks. The Board also authorized Road Manager to leverage the county's competitively bid annual contract with Pitman Construction to expedite specialized construction work via change orders where appropriate.
The Board directed staff to present initial matrix criteria and estimated project lists at the June 1 meeting for public record and to support defensible funding decisions.
