Selectperson Kate Day moved to approve FY26 AP Warrant #20 for $54,829.84; Selectperson George Pottle seconded and the Board voted Ayes 3, Nays 0. Day also moved to approve Payroll Journal #357 for $12,578.31; Pottle seconded and the motion passed Ayes 3, Nays 0. The Board approved the minutes of the February 9, 2026 regular meeting by the same unanimous margin.
Chair Jon Morris read a request from the North Pownal Community Outreach Center for $2,000 to support building upgrades and operations; Brandon Perry, chair of the Economic Development & Sustainability (ED&S) Committee, said the ED&S Committee supports the request but noted larger renovation estimates (the letter cited about $200,000) and long‑term operating uncertainties. The Board moved to include a taxation‑funded warrant article requesting $2,000 for the Center and approved it Ayes 3.
Perry also presented a $5,000 committee budget request for ED&S to support local business outreach and to study potential impacts from changes at Pownal Elementary School; the Board moved to include the $5,000 request on the warrant with taxation as the funding source and approved it Ayes 3.
On intergovernmental contracts, Town Administrator Becky Taylor‑Chase reported Cumberland County had proposed a 6% dispatch charge increase while the town’s contract allows a 3% increase; because the County Manager was unavailable for negotiation, town legal counsel advised the 6% increase is not supported by the current contract. Resident Shane Brady asked for a refund after paying the Town for a driveway entrance permit he said was billed by both the State and the Town. The ED&S Committee recommended the Town consider purchasing a five‑acre parcel from the Francis family for $300,000 to guide village‑district development; the committee will draft a formal recommendation letter for the Board.
The Board concluded routine correspondence, noted FOAA follow‑up and a fee‑waiver matter under old business, and adjourned at 9:15 p.m.
