Future Facilities committee seeks bond authority and permitting funds for new fire station and public works facility

Cuyler Feagles, a member of the Future Facilities Committee, told the Select Board the committee is pursuing multiple grant opportunities through the offices of U.S. Senators Collins and King and Congresswoman Chellie Pingree and expects typical grant awards require a local match of roughly 50 percent. To position the town for grant awards, the committee seeks the Board’s support in placing a warrant article on the June Annual Town Meeting ballot authorizing up to $4 million in bonding as the town’s share should a matching grant be approved. The committee also asked for a separate warrant article of $500,000 to cover permitting and design work that was excluded from a prior warrant.
Feagles said the committee’s current working estimate for a combined fire station and public‑works facility is about $7 million and that the committee has spent approximately $73,000 so far on consulting (BH2M). He said the committee will write warrant language that explains bonding is contingent on grant approval.
Chair Jon Morris stressed that $7 million would be a significant expenditure for Pownal and cautioned against presenting bond language to voters without clearer site, specifications and cost detail. Town Administrator Becky Taylor‑Chase and the Chair said the Town Attorney must review any bond‑contingent language and that the Board will only approve warrant language that complies with legal and procedural requirements. The Chair also urged an informational session for residents before any vote.
Committee chair Susan Peters and Feagles said they will prepare draft warrant language for the Board and the Town Attorney to review; the Board scheduled drafts for review on March 23 and additional public warrant presentations on April 13 and April 27. The Board and administrators also discussed limitations on carrying forward prior warrant funds and noted unspent warrant monies revert to undesignated funds unless the Board approves a carry‑forward.
