The Pownal Select Board voted unanimously April 28 to incorporate edits identified at a public hearing into the Annual Town Meeting warrant ahead of the town’s May meeting. Chair Jon Morris opened the public hearing at 5:30 p.m. and the board reviewed the warrant narrative and several Land Use Ordinance articles.
Resident Tim Giddinge asked that Articles 27 and 28 be reversed so the larger dormer repair appropriation would appear first on the ballot; the suggestion was recorded for consideration. Resident Sandy Schumann asked how the budget would affect property taxes; Morris said the board will provide a clearer tax impact estimate to residents before Town Meeting.
Multiple speakers asked the board to clarify wording in Articles 22, 23 and 24 to add the word "proposed" before references to a future co‑located fire station and public works facility and to add language making clear that resident approval to build any facility would occur at a future town meeting. On a motion and second, the Select Board voted to move forward with the warrant edits discussed at the hearing.
The board’s action is procedural: edits will be finalized for publication ahead of the Annual Town Meeting where voters will decide on appropriations and on any ordinance language requiring a vote. The Select Board did not vote on construction funding at the April 28 meeting; that decision remains for Town Meeting.
