Staff recommended approval of the Arcadia Subdivision final plot for Phase 2, describing 28 lots and five open-space tracks across about 62.5 acres with dedicated scenic easements and a walking trail, and outlined six project-specific and 15 standard conditions that must be met before recording. Phase 3 was presented as three hillside-protection lots on approximately 12.3 acres with three staff conditions (address certificate, hillside-protection labeling and removal of an inapplicable scenic-easement note).
Commissioners and staff then considered a revised hillside-protection site plan for Heathrow Hills Lot 15 (1003 Lookout Ridge) that replaces an out-of-compliance retaining wall with two tiered walls and a black metal fall-protection fence; staff said the existing wall exceeded maximum allowed height and the new design complies with code requirements. A revised final plat for River Oaks (6105 Bryan Place) proposes shifting a corner setback to meet current R2 standards so a house facing Bryan Place can be rebuilt with a larger buildable area. In Innavale Estates (763 Dairy Lane) staff said the applicant proposes to abandon two recorded septic drain-field easements now that the property is on city sewer and to reduce a side setback from 40 to 30 feet; staff requested the plot show the original setback line to be abandoned and update the plot purpose statement.
A previously deferred revised preliminary plan to reestablish Lot 13 in Arden Woods was presented; staff said the HOA withdrew and later restored approval and the applicant asked that the commission move the item to consent. For Brentwood Hills Lot 73 (5115 West Concord Road) an applicant proposed raising the left-hand roof to create a full two-story home and refinish the exterior; staff noted the property sits inside the hillside-protection overlay, so the commission must review elevation changes.
The meeting closed with a presentation of a minor site-plan alteration for a restaurant in the Executive Center at 330 Franklin Road. Remick Architecture, the applicant representative, described exterior remodeling of the former McAllister’s deli tenant space for a barbecue restaurant and the addition of a covered rear porch to house a smoker. Commissioners questioned parking, the smoker location near the dumpster area and whether air‑quality or smoke tests would be necessary; the item was moved to consent at the applicant’s request. One presenter noted, "It's a big part of the marketing," when describing the rear smoker and related design features.
