CDD discusses NPDES filing, storm-surge planning and storm clean-up operations
Summary
Staff reported the NPDES annual report was reviewed by Lee County and will be submitted to FDEP by Nov. 1; the Board discussed storm-surge resilience planning and authorized emergency street sweeping and potential additional cleanings after recent storms.
District staff reported that the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report was reviewed and approved by Lee County and will be submitted to the Florida Department of Environmental Protection before the Nov. 1, 2024 deadline. Staff were instructed to continue reporting into Year 8 pending issuance of a new permit.
Eric Long and staff briefed the Board on storm-surge risks and long-term resilience planning for Pelican Sound. Long described a preliminary action plan and the possibility of creating an advisory/review panel and requested Board and staff representation to coordinate with county and state agencies. He noted hypothetical modeling in which a 10–12-foot surge could flood roughly 45%–55% of the community and asked for support to pursue long-term, multiagency planning; the Board agreed Mr. Long and Mr. Merrill will assist.
Operationally, the Board ratified emergency street sweeping and storm cleanup services from Precision Cleaning, Inc., noting the vendor completed eight loads and eight passes through the CDD. The Board approved a one-time payment of $1,475 and authorized staff to schedule additional week-to-week cleanings over the next month if needed. Mr. Kurth reported minor pond/aerator issues and a need to repair one nano-bubbler; staff will revisit electrical proposals and possible relocation of aeration equipment near residences.
