River Ridge CDD adopts goals and performance measures to comply with HB7013

District management and counsel told the River Ridge Community Development District board on Aug. 27 that newly adopted state legislation (HB7013) requires special districts to establish annual goals and objectives and develop performance measures and standards.
Cleo Adams, district manager, joined by District Counsel Tony Pires and District Manager Chuck Adams, outlined general performance measures and identified three key categories for Fiscal Year 2025: Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability. The board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form by unanimous motion.
The district recorded that the initial performance report required by HB7013 is due Dec. 1, 2025 and must be posted on the CDD website. The board added that this reporting obligation has been placed on the district’s Key Activity Dates list.
The vote to approve the goals and reporting form was unanimous; staff will prepare and post the required documentation when due.
