River Ridge CDD appoints resident Keith Merrill to vacant seat; board elects officers

The River Ridge Community Development District appointed resident Keith Merrill to fill the vacant Seat 1 (term through Nov. 2026) and adopted Resolution 2025-01 electing officers, including Bob Schultz as Chair and Terry Mountford as Vice Chair.
The River Ridge Community Development District Board unanimously appointed Keith Merrill to fill the unexpired Seat 1 on Oct. 22, 2024. The motion, made by Bob Schultz and seconded by Robert Twombly, carried "with all in favor," and Mrs. Adams administered the Oath of Office.
At the same meeting the Board adopted Resolution 2025-01 to elect officers for the District. Kurt Blumenthal nominated Bob Schultz as Chair and Terry Mountford as Vice Chair and nominated Kurt Blumenthal, Robert Twombly and Keith Merrill as assistant secretaries; the resolution also removed James Gilman as an assistant secretary. The resolution was adopted unanimously.
Mrs. Adams, a notary and District Manager, reviewed statutory and administrative obligations for the newly sworn supervisor, including required ethics training, Form 1 filing and the Sunshine Law and public records guidance. District counsel Tony Pires reviewed Form 8B (memorandum of voting conflict) and cautioned about appropriate use of Board email and reply-all practices.
The Board’s action completes the process to fill Seat 1 (term through November 2026) and establishes the officer slate the District will use until changed by a future vote.
