West Whiteland authorizes engineering agreements, grant applications and paving bid advertising; approves payment report

At its April 22 meeting the West Whiteland Township Board of Supervisors authorized several grant‑funded infrastructure steps and routine administrative actions.
Township Manager Pam Gural‑Bear and staff asked the Board to allow the manager to execute engineering services agreements with Bowman Consulting Group for two PennDOT and federal/state grant projects. The Green Light‑Go traffic signal improvement project on Routes 100 and 30 carries a grant award of $389,640, a local match of $97,410 and an engineering services cap of $63,500; project engineering costs are eligible for grant reimbursement. The Transportation Alternatives Set‑Aside (TASA) Chester Valley Trail Connector project carries $1.5 million in grant funds and an engineering services cap not to exceed $556,900; those engineering costs are also grant‑eligible under program rules. Supervisor Libby Madarasz made the motion to authorize the Manager to execute the agreements; Vice Chair Rajesh Kumbhardare seconded and the vote was unanimous.
The Board also approved Resolution 2026‑19 authorizing submission of a Pennsylvania Department of Conservation and Natural Resources (DCNR) Community Conservation Partnerships Program (C2P2) grant application for Phase IV improvements at Exton Park. Separately, the Board approved sending a letter of support for Uwchlan Township’s DCNR application for the Uwchlan Trail Connector Project.
Public Works presented the 2026 road paving program for advertisement; this year’s scope proposes paving about 1.25 miles over six roads and the Board authorized advertising for bids. The Board approved the April 22 Township payment report following staff answers to member questions. Finance Director Caroline Partridge reported receipt of $569,141 in State Aid Liquid Fuels funds for March.
Other items reported: the Planning Commission advanced the draft Comprehensive Plan to the statutorily required interagency 45‑day review, and the Stormwater Task Force discussed basin work related to Green Fig data centers proposed in neighboring East Whiteland Township. The Board heard staff updates including a May 16 police vehicle license plate inspection event, Public Works’ sewer main break cleanup, and an April 29 business networking event. All motions were adopted unanimously during the meeting.
Next steps: staff will execute engineering agreements consistent with grant requirements, advertise paving bids, and proceed with grant application submittals and interagency reviews as authorized by the Board.
