North Royalton council adopts multiple ordinances on contracts, appropriations and payroll; Verizon tower amendment remains under negotiation

At its July 15 meeting the North Royalton City Council approved a series of ordinances — including appropriations, wastewater electrical contracts, sewer-district assignment, police training reimbursements and authorization for a 27th payroll — while leaving a proposed Verizon lease amendment on third reading.
North Royalton — City Council on July 15 approved a string of ordinances affecting city finances, contracts and personnel while pausing action on a substantive lease amendment with Verizon Wireless.
Council suspended rules and adopted Ordinance 25-111, an amendment to the 2025 appropriation ordinance, and then approved several contract and administrative items by unanimous roll calls. The council authorized agreements with Wiring Unlimited, Inc., for maintenance of electrical and automation infrastructure (Ordinance 25-112) and for electrical upgrades to eight wastewater pump stations (Ordinance 25-113). Both measures were adopted after the council suspended the usual three-reading requirement.
The council also approved Ordinance 25-114 granting a partial assignment and assumption to the Northeast Ohio Regional Sewer District for Baldwin Creek Cedar Estates detention basin modifications; Ordinance 25-115 to accept state reimbursement funds for police continuing professional training; and Ordinance 25-116 authorizing the finance director, upon issuance of a certificate of availability of funds, to pay certain purchase orders that exceeded $3,000 in accordance with ORC 5705.41(D).
Ordinance 25-117, establishing a new section for the mayor's authority to accept donations on the city's behalf, was placed on second reading. Council adopted Ordinance 25-118 certifying unpaid costs for weed cutting for levy and collection and indicated additional properties may be certified in September. Personnel-related ordinances adopted included Ordinance 25-119 (sick-leave amendments for full-time non-union employees), Ordinance 25-120 (staffing and classification plan amendments), and Ordinance 25-121 (rates of compensation for non-union employees for 2024–2026). The council also adopted Ordinance 25-122 to authorize a 27th payroll commencing in 2026; Finance Director Jenny Esarey credited colleagues and staff for resolving the payroll item.
Law Director Tom Kelly told the council that the city owns the cell tower at 13950 Bennett Road per the original 1990s agreement and that the city leases space to Verizon; proposed substantive modifications in the company's requested ninth amendment (Ordinance 25-102) remain under negotiation and the item was left on third reading.
Votes at a glance: all adopted ordinances recorded roll call votes showing seven yeas and zero nays. Most adopted items were moved by Council President Paul Marnecheck and seconded by Councilmember Linda Barath.
Next steps: adopted ordinances become effective as provided in each measure; the council will reconvene Sept. 2, 2025 after its August recess.
