North Royalton updates industrial park funding bid, wetlands could affect buyer and Team NEO application

Economic Development Director Tom Jordan told the Building & Building Codes Committee that North Royalton is pursuing state infrastructure funding through Team NEO tied to new private investment in the industrial park. Jordan said the overall request would exceed $1 million, with ODOT indicating support for about $250,000 and the City hoping for roughly $750,000 from the State through Team NEO.
"If that moves forward, they can tie that new development to the entryway application," Jordan said. He added the City has two parcels for sale in the industrial park and an interested buyer for one lot; securing a buyer would strengthen the application by creating the jobs Team NEO requires.
Jordan said the environmental study for the site "came back good; the wetlands study did not come back great." He said consultants from Davey Resources prepared wetland-mitigation plans and cost estimates to address the unexpected wetland acreage, and that the prospective buyer has paused while reviewing mitigation options.
The committee also heard brief progress reports on several commercial projects. Jordan said McDonald’s is scheduled to open next week; St. Paul’s received approval July 2 for an exterior deck; Victoria Gardens is finished; and two local businesses, Buttercream and Olive Oil, are completing storefront improvements under the city store-front program.
Jordan described a two-building proposal at a separate commercial site—Jimmy John’s on Bennet Road and a Dunkin’ Donuts on Royalton—that has seen extensive traffic-engineering review. He said the proposal has preliminary approvals but not final site-plan sign-off, with the Planning Commission expected to review a revised plan in September. Jordan noted the developer has proposed adding a dedicated turn lane and other public improvements to reduce drive-through queuing.
The committee did not take formal action on the Team NEO application or the industrial parcel sale at the meeting. Jordan said a final survey, title commitment and mitigation plans were outstanding items that would determine whether the buyer proceeds and whether a Team NEO entryway application is filed.
