Proponents said the commission could allow the sheriff greater operational autonomy and speed routine spending decisions, such as training and equipment purchases tied to the mill levy.
Opponents and some commissioners raised several concerns: statutory limits on appointees (the county and city appointees cannot be elected officials), how payroll and general-fund payments would be handled if the sheriff’s office had an independent checkbook, and whether the commission could unintentionally weaken commissioner oversight of a constitutionally elected sheriff. Commissioners also asked for an updated equipment inventory and an itemized list of what the city and county already transfer to the joint law-enforcement operation.
Board members discussed recent improvements in evidence handling and sheriff’s-office operations but said those operational gains underscore the need for clear chain-of-command and accounting procedures before any structural change. The board requested a current inventory and an updated interlocal agreement draft; one commissioner said the document will be circulated to the city and county attorney for review before any formal vote.
Next steps: commissioners said they will seek a more concrete plan from staff and counsel in the coming months and asked that the city of Scobby be engaged in the process. No motion was made to form the commission during this meeting.
