Parkland board approves university affiliations, construction and energy contracts, and new policies

At its December meeting, the Parkland School District board approved a slate of committee recommendations spanning academics, facilities and finance.
Academic and staffing actions approved on voice votes included an affiliation agreement with Kutztown University to host two reading-specialist interns for 2025–26 and an affiliation with Point Park University to establish a Parkland student-teaching center with a five-year term. The board also approved the 2025–26 Parkland High School Program of Studies and several overnight field trips for orchestra and band, all motions made in committee and approved by the full board.
On facilities and procurement, the board authorized a construction-management proposal from Boyle Construction Management covering reconstruction projects for three schools with a combined fee of $227,544. The buildings and grounds committee also approved two amendments to a previously approved performance-based energy-savings agreement to add further upgrades and associated measures; the agenda materials listed $271,000 for one set of energy-conservation measures and a separate listing in the millions for additional measures as presented during the meeting. The board accepted a vendor quote from John Kennedy Ford to purchase one 2024 Ford E-450 utility truck for $71,631.25.
Personnel and finance business included a consolidated motion approving resignations, retirements, status changes and new hires, plus approval of a substitute list. The board approved updates to several policies on a second reading covering student and employee tobacco and vaping products and controlled-substance policies.
The board also voted to adopt the Pennsylvania School Boards Association (PSBA) principles for governance and leadership and recorded a roll-call vote of 9–0 in favor. Several routine items — including approval of minutes, acceptance of the treasurer’s report and accounts payable — passed by voice vote. Board members noted that many agenda items had been vetted in committee sessions and thanked administrators for preparatory work.
No formal public comments on agenda items were received and the meeting concluded after holiday remarks and presentation of a seasonal video. The board set a January workshop and a January 21 business meeting and scheduled a budget seminar for April 25, 2025.
