Parkland board authorizes multiple special-education contracts, transportation amendment and equipment purchases

At its Aug. 20 meeting the Parkland School Board approved a suite of contracts for special-education services, renewed interpreter services, amended the First Student transportation agreement, and accepted bids for equipment and construction work; one contract (LVCIL) was tabled for redline clarifications.
The Parkland School Board on Aug. 20 approved a series of vendor contracts and operational purchases recommended by committee chairs, including multiple agreements to provide special-education services for the 20242025 school year and an amendment to transportation services.
Committee recommendations approved by the board included contracts with ABA Support Services LLC, Behavioral Health Associates, Bowman Academy, Hogan Learning Academy, Lehigh Learning Academy, and Lehigh Valley Center for Independent Living, among others. Several motions were carried by voice vote. One contract from Lehigh Valley Center for Independent Living (LVCIL) was tabled after board members raised concerns about redlined optional services and unclear schedule/hours in the attached draft; Mrs. Wilcox asked that administrators return with a clarified document before final approval.
The board also approved a second amendment to its transportation agreement with First Student, Inc. to update the term and compensation as set forth in the amendment, and renewed a one-year agreement for TransPerfect remote interpreter services effective July 1, 2024. An agreement with Lehigh Carbon Community College to provide transition services for students with significant needs was also approved.
Procurement and facilities items approved by the Buildings & Grounds committee and ratified by the board included a quote for a 2025 Ram 3500 Tradesman (purchase price listed at $72,468), purchase of a replacement convection oven (~$12,225.60), welding equipment (~$5,708.94), a three-year line-painting robot lease at $16,000 per year with Turf Tank, and acceptance of a bid from Integrity Mechanical for $248,000 for the plumbing portion of a phase-three office fit-out at the operations center; administrators said rebidding saved approximately $70,000 from an earlier attempt.
Mrs. Wilcox flagged one contract with "a lot of redlining still in that contract with options which are not yet deleted," prompting a motion to table that item for further review; the board voted to table it to a future meeting.
All approved contracts will be executed by the board president or designee as authorized; the public record did not show roll-call tallies for most motions beyond "all those in favor, aye; any opposed? That motion carries."
