Mayor Stephen Goad opened a public hearing Dec. 15 on a rezoning request for 2351 Elder Rd. Ext. The hearing record showed no opposing comments. Council member Hilda Kurtz moved to rescind the council’s Nov. 17, 2025 rezoning vote for the property; Council member Eric Carlson seconded. The council voted 5–0 to rescind the prior action.
Later in the regular meeting, Scott Chambers presented the formal rezoning request for 2351 Elder Rd. Ext. Council member Hilda Kurtz moved to approve rezoning the parcel to R‑1; Council member Eric Wright seconded and the council voted 5–0 to grant the rezoning.
Council also voted to add a request to subdivide the property to the meeting agenda. After discussion, Council member Meagan Cundiff moved to grant the subdivision request with the stipulation that “all requirements stipulated by the Oconee County Planning Department as documented on November 17, 2025” be included; Council member Hilda Kurtz seconded. The motion passed 5–0, approving the subdivision subject to those county planning conditions.
The actions taken on Dec. 15 replace the earlier council action from Nov. 17 and will proceed subject to the Oconee County Planning Department’s staff-report requirements. The public hearing was closed and the council adjourned the hearing before continuing with the regular meeting.
