Community Development Manager Doug Crabill summarized the TIRC report and the council asked what would happen if companies did not meet commitments; Crabill said representatives attend TIRC meetings and discuss their situations. The vote recorded Ms. Truelove and Ms. Jumper opposed; the resolution accepted the TIRC findings and recommendations.
Council also considered and passed Resolution 2729‑26 authorizing the Director of Administration to apply for, accept and enter into a water supply revolving loan for Phase 3 of the Water Main Replacement Program (Grimes neighborhood). Director of Administration Spencer Mitchell said the city created a systematic plan in 2011 for phased water‑main replacement; construction is planned to start in October 2026 with completion expected by August 2027. Council passed the resolution by roll call 7‑0.
Both resolutions were treated as emergency items that evening and were approved according to the statutory notice and roll‑call votes recorded in the minutes. The council did not modify any TIRC agreements at the meeting; acceptance of the TIRC report is a procedural step for annual review of incentive agreements.
